I saw your post on 2Peas. The same thing happened to me a couple weeks ago and I learned that if you are using the picture widget to upload your banner it won't work anymore. You have to delete that element completely, and add a new one. This time choose Header instead of picture and it will upload just fine.
I was so frustrated! But, that worked in the end. I thought it was my new header, so I put my old one back up and it did the same thing, so it's something new Blogger is doing I guess.
